Stacie Alexander
Central Registry/Intergovernmental Director
Tennessee Department of Human Services’ Child Support Program

Stacie Alexander is the Central Registry/Intergovernmental Director for the Tennessee Department of Human Services’ Child Support Program. Stacie began working in the Tennessee child support program in 2002 as an enforcement caseworker in the 10th Judicial District. She has since held various roles in field and state offices. Through her work with Central Registry, Stacie oversees responding case intake, intergovernmental case resolutions, State Parent Locator Services, and Non-IV-D matters. Stacie also leads the domestic violence workgroup in building and strengthening working relationships and knowledge between the child support program and domestic violence advocates.

April Buck

April Buck Gaither is the Director of Child Support Enforcement for the Muscogee (Creek) Nation. April has been working with various Tribal Child Support Programs since 2002. April has been instrumental in helping set up many Tribal Child Support Programs throughout the State of Oklahoma. April has had the honor of speaking at various conferences over the years including, NTCSA, NCSEA, WICSEC, ERICSA and OTCSA.

April earned her Bachelor of Science Degree in Psychology, from Oklahoma State University in 1996. April earned her Juris Doctorate Degree from the University of Tulsa School of Law in 1999.

April is married to Luke Gaither. Together they have three children.

Pennsylvania Bureau of Child Support Enforcement (BCSE) 

Sharon works for the Pennsylvania Bureau of Child Support Enforcement (BCSE) as the Manager of the Division of Program Development and Evaluation and has been in this role for two years. Previously, Sharon worked as the Domestic Relations Director and Family Court Administrator of Washington County, Pennsylvania for 11 years. And prior to child support, Sharon worked as a Domestic Violence attorney and as a public school teacher.

Sharon received her Juris Doctorate from the University of Pittsburgh School of Law and Masters and Bachelor of Arts in Education from the Ohio State University.

Christina Mahoney
Deputy Attorney General

Illinois Attorney General’s Child Support Enforcement Division

Christina is the Deputy Attorney General for the Illinois Attorney General’s Child Support Enforcement Division, consisting of more than 60 Assistant Attorneys General and staff who represent child support and government assistance cases for the Illinois Department of Healthcare and Family Services and Department of Human Services in 93 counties across the State of Illinois.  Christina has been a prosecutor with the Illinois Attorney General since 2005, serving in Criminal Appeals, Public Aid, and the Statewide Grand Jury Bureau.  She is also an adjunct professor at the Loyola University Chicago School of Law, where she teaches advanced appellate advocacy.  Previously, Christina served as an Assistant District Attorney for the Bristol County District Attorney’s Office in the Commonwealth of Massachusetts, as well as a law clerk for the Massachusetts Probate and Family Court. 

Christina currently serves as a Board Member for the Illinois Child Support Advisory Committee and the Illinois Family Support Enforcement Association (past President); Member of the National Child Support Enforcement Association; Member of the Legal Writing Institute; and Visiting Management Team Member for the National Association of Attorneys General, Guam Attorney General Management Review Team (2022).

Stephanie Rush

Pennsylvania Bureau of Child Support Enforcement (BCSE)

Stephanie Rush is the Program Administration Section Manager with the Pennsylvania Bureau of Child Support Enforcement (BCSE). Stephanie has over 24 years of child support experience. Her child support career began in 1997 where she worked at the Onslow County Child Support Enforcement Agency in North Carolina.  In 2007, Stephanie joined Pennsylvania’s IV-D program when she started at BCSE in the Division of Central Operations. Stephanie’s held several positions at BCSE over the years and currently works for BCSE’s Division of Program Development and Evaluation.

Monica Skeen

Tennessee Department of Human Services’ Child Support Re-Entry Program

Monica Skeen is a Program Coordinator for the Tennessee Department of Human Services’ Child Support Re-Entry Program. She began working in the Tennessee Child Support Program as an Enforcement Caseworker with the 4th Judicial District in March 2013. In February 2022, she accepted the role of the Order Entry Specialist. Monica was the Employee Engagement Champion, as well as the Domestic Violence Liaison within the 4th JD Child Support Office. In July 2023, she transitioned to the Child Support Re-Entry Department as a Program Coordinator.

Bradford County Pennsylvania Domestic Relations Office

Dakota is currently an enforcement officer with the Bradford County Domestic Relations Office in Pennsylvania. She has worked in the child support office since January of 2019 as a front desk clerk, intergovernmental case manager, intake officer, and in enforcement. She had the great privilege of presenting workshops in Pennsylvania conferences on topics such as locate, intake and establishment, and intergovernmental cases. In fall of 2024, she became the proud recipient of the Mary Kunkle Award of Excellence, presented to individuals who demonstrated a commitment to the PA child support program.
