Margot Bean focuses on helping child support enforcement programs provide effective and efficient customer-focused services through the effective use of technology in conjunction with improved business processes. Margot has seen the child support world from many points of view; she started her career as a child support attorney in the Guam Attorney General’s Office, and has been the Guam IV-D Director, the New York State IV-D Director and the Commissioner for Federal OCSE.
Margot is the ERICSA Board President. She also serves as an advisor to the WICSEC Board, and is a former President and Honorary Life Member of the National Child Support Enforcement Association. Margot is a graduate of William Smith College and holds a JD from Lewis & Clark Northwestern School of Law.
Lara Fors has been working in the Missouri child support program for over 18 years and currently serves as an assistant prosecuting attorney and as the Director of the Springfield Regional Prosecutors' Child Support Office. Lara has previously served as the Deputy Director of Missouri's IV-D Agency, as a Missouri county IV-D assistant prosecutor in Kansas City and Springfield, and as a staff attorney for MAXIMUS in Kansas City, Kansas. Lara has been a member of ERICSA since 1999 and has been on the Board of Directors or Executive Committee since 2006. She is a past president of the Missouri Child Support Enforcement Association.
Lara holds a B.A. in Psychology from Central Methodist College and a J.D. from the University of Missouri-Kansas City. She is licensed in both the Missouri and Kansas bars.

Mr. McGuire has been a Deputy Prosecuting Attorney for the Child Support Division of the Marion County Prosecutor’s Office since 1997 and was promoted to Assistant Supervisor for the Child Support Division in 2011.
Prior to joining the Marion County Prosecutor’s Office, he was an attorney in private practice.
Mr. McGuire has presented at previous Indiana Child Support Conferences and the Eastern Regional Interstate Child Support Association Conference. He currently serves as the President-Elect for the Eastern Regional Interstate Child Support Association. He previously served three years as the Vice President of Exhibitors and Sponsors. He has also served on the Scholarship, Conference Planning and Resolutions and Bylaws Committees.
Mike was Chairperson of the Indiana Prosecuting Attorney’s Council Child Support Committee from 2017-2019 and Vice Chairperson from 2015-2017.
Pam Sala has been involved in the Michigan Child Support program for over 24 years and has been the Chief Assistant Friend of the Court (child support office) in Oakland County, Michigan since April 2006. Her duties include managing staff to ensure the enforcement of orders related to custody, support and parenting time; providing in-service training to staff to address federal or local changes to the program; and recommending procedural changes to office operations to improve efficiency. She also serves numerous committees at the state level relating to improving the child support program throughout Michigan.
Pam is a Past President of the board of the Michigan Family Support Council and the Program Coordinator for this year’s annual conference. Pam is also a former member of the board of directors for NCSEA.
Rob Velcoff is an independent child support consultant with his own agency, Intergovernmental Support Services. His agency provides assistance with all manner of intergovernmental case processing, including training, government and private grants and special projects, office set-up and reorganization, and just about anything related to interstate or international child support. Before starting his own agency Rob worked for the New York State Division of Child Support Services for over 30 years. He became Manager of Interstate Operations at the beginning of 1999, and supervised the Central Registry until November 2008. Mr. Velcoff assisted with all interstate issues for New York State, both policy and programmatic, including being part of a team responsible for implementing the 1996 version of UIFSA in January of 1998 and the 2008 version of UIFSA in January of 2016. He was New York’s representative in several federal, national and international workgroups. Mr. Velcoff was also New York’s international child support liaison. In May 2011 he became President of the Eastern Regional Interstate Child Support Association (ERICSA). Mr. Velcoff has received several awards, including ERICSA’s Felix Infausto Award (President’s Award) in 2018, the Domestic Relations of Pennsylvania (DRAP) President’s Award in 2016, an Indiana Prosecuting Attorneys Council (IPAC) Certificate of Appreciation in 2014, the Florida Department of Revenue’s Sterling Silver Pickle Award in 2004 (first ever recipient from outside the State of Florida), the New York State OTDA Commissioner’s Award for Outstanding Achievement in 2003, and others. Mr. Velcoff has presented at hundreds of workshops at more than 100 state, regional, federal, national, and even international child support conferences on a wide range of topics. He worked in child support at the local county level for three years before moving up to the state level. Mr. Velcoff received a BS in Criminal Justice from the State University College of New York at Brockport and an MA in Criminal Justice from the State University of New York at Albany.

Carla West serves as the IV-D Director for the North Carolina Child Support Program, with overall responsibility for the program, providing leadership and direction, and establishing program priorities. She has more than 22 years of experience in child support and has worked in virtually all levels of child support operations, from line staff, supervision, training, and quality control to project management.
A past president of the Eastern Regional Interstate Child Support Association (ERICSA), Carla currently serves as an ad-hoc board member of the North Carolina Child Support Council (NCCSC),chairs the National Child Support Enforcement Association (NCSEA) CSQ committee, and is a proud member of ERICSA’s Honorary Board.
