Cynthia A. Lee
Senior Counsel, New York City Law Department in the Interstate Child Support Unit representing the Corporation Counsel of the City of New York
Cynthia A. Lee is a Senior Counsel for the New York City Law Department in the Interstate Child Support Unit representing the Corporation Counsel of the City of New York on cases involving the establishment of parentage and child support, modifications of child support orders and enforcement of existing orders. Ms. Lee is a graduate of New York University School of Law and has over twenty years’ experience in the area of Family Law. She has previously given presentations to interstate workers as well as internal office trainings on child support law in New York.

Susan Smith
Supervisor Intergovernmental Central Registry Unit (ICRU), Indiana State Child Support Bureau (CSB)
Susan Smith has been with the Indiana State Child Support Bureau (CSB) since January 1990, acting as the supervisor of the CSB’s Intergovernmental Central Registry Unit (ICRU) from June 2007 through March 2020. She is currently the Intergovernmental IV-D Program Liaison for the State of Indiana. She has served as the main point of contact for all things intergovernmental in Indiana for several years, including Electronic Document Exchange (EDE), Query Interstate Cases for Kids (QUICK), the Intergovernmental Reference Guide (IRG) The Communication Center and how they all work together. Susan currently serves as a Board Member of the Eastern Regional Interstate Child Support (ERICSA). She is also works on the Policy and Legislation Committee including the Intergovernmental Improvement Sub-Committee. She has been chosen as the Indiana representative for the National Intergovernmental Work Group, the EDE Consortium, the IRG Workgroup, the Intergovernmental Case Reconciliation (ICR) Workgroup and the National Council of Child Support Directors (NCCSD) Policy and Practice Committee. Susan regularly participates in several border and multi-state conferences as well as a Bi-Regional Intergovernmental Conference for V & VII. She was also highly honored to be the recipient of the Award of Professional Excellence for Intergovernmental Cooperation from ERICSA in Recognition of Their Outstanding Service to the Child Support Community in May 2021. She has served on various National Child Support Enforcement Association (NCSEA) Committees, including Emerging Issues & Best Practices Committee and the Research Committee, a sub-committee of the Policy and Government Relations (PGR) Committee.

Elizabeth West
Management Analyst, SCAO- Friend of the Court Bureau
Elizabeth (Liz) West earned a degree in Political Theory and Constitutional Democracy @ Michigan State University- James Madison College and has a Juris Doctorate from Thomas M. Cooley Law. Upon graduation, Liz clerked for the Honorable Judge Amy Krause and worked on the court’s domestic violence specialty docket until she accepted a position with the Michigan Supreme Court- State Court Administrative Office, Friend of the Court Bureau position. Liz has been with the Friend of the Court Bureau for 15 years, where she is the current co-manager of Michigan’s SAVES Demonstration grant and focuses on intergovernmental case processing, domestic violence prevention, and customer service.
