Job Description:

The Division Director, Sr. of the Division of Child Support Enforcement (DCSE) reports to the Deputy Commissioner of State Programs. In this role, the Director, Sr. is responsible for leading, managing, and directing Virginia’s statewide child support enforcement program in accordance with all applicable federal and state laws and regulations.  The position works with the Deputy Commissioner and other leaders throughout the social services system to lead the integration of DCSE into agency initiatives and programs.  The ideal candidate will demonstrate the senior leadership expected and required for moving the Department of Social Services into a more nimble, customer-focused, forward-thinking organization providing quality services to all clients.  This is a classified position.

Responsibilities:

  • Oversee Virginia’s statewide child support enforcement program, and direct and manage the staff of the Division of Child Support Enforcement, including supervision and development of direct reports.
  • Manage and ensure the integrity of a $108 million program budget, and work in conjunction with the Deputy Commissioner on the child support program's legislative, budgetary, and strategic planning processes.
  • Maximize federal financial participation in the child support program, and effectively and efficiently serve the relevant customer base.
  • Develop and expand family engagement services that assist and motivate parents to be productive citizens, pay support, and nurture their children.
  • Ensure that DCSE meets the five federal performance measures for child support programs: paternity establishment percentage (PEP), support order establishment, current collections, arrearage collections, and cost-effectiveness.
  • Establish goals for key areas of operation in the child support program.
  • Represent VDSS to internal and external audiences in a variety of settings, effectively communicating complex concepts and ideas in an engaging, simple manner.
  • Lead efforts to develop mutually beneficial external strategic partnerships to build community capacity and support.
  • Encourage a work culture of continuous learning, information sharing, and professional development.
  • Utilize open and direct communication and listen receptively to create an environment of transparency. 
  • Provide direct feedback and encourage diversity, inclusivity, and different points of view.

Qualifications (education, experience, etc.) both required and preferred qualifications and skills:

Minimum Qualifications

  • Bachelor's degree in a related field, or an equivalent combination of education, training, and experience.
  • Extensive experience managing a human services function for a large organization.
  • Ability to build, develop, and maintain effective working relationships and cooperative arrangements with internal and external stakeholders.
  • Ability to review and analyze performance data.
  • Demonstrated ability to understand and interpret state and federal laws pertaining to Virginia Child Support Enforcement.
  • Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers and stakeholders.
  • Demonstrated ability to build effective relationships with key stakeholders at the federal, state, and local levels.
  • Ability to monitor and drive a great customer service experience.
  • Demonstrated ability to represent the agency to government and business officials at the federal, state, and local levels, and to clients and the general public.

Preferred Qualifications

  • Graduation from an accredited college or university with an advanced degree in social work, business, public administration, or human services preferable.  A law degree and/or state bar membership is also preferable.
  • Experience in managing a child support function in a large organization.
  • Highly motivated and inspired by the VDSS mission.
